Jamie Arundell-Latshaw

President/CEO

Jamie co-founded Lexicon Consulting Inc, (Lexicon) in June 2005 with her husband, Leroy, after retiring as a transportation officer and a service disabled veteran in the U.S. Army.As President, Jamie’s duties are to ensure Lexicon is remaining on mission, on time, and on budget. She is responsible for providing leadership, guidance, and vision to propel Lexicon to the forefront of the government services industry.

During her 12 years of military service, Jamie served 4 in command, acquiring experience as a company commander of Opposing Forces and Civilians on the Battlefield at the Army’s National Training Center. After several military deployments, Jamie realized the importance of training our troops in cultural understanding, situational awareness, and language familiarization during the predeployment phase.

Jamie earned a Bachelor of Science in Systems Engineering from the United States Military Academy, West Point. Jamie enjoys spending time with her family; playing volleyball, baseball, and basketball; playing the piano, and creative writing.

Dr. Leroy A. Latshaw, CEO

Dr. Leroy A. Latshaw is a serial entrepreneur and senior executive with a distinguished background in military service, business leadership, and academic achievement. He holds a PhD in Industrial Management from Sheffield University, as well as an MBA in Psychology and Business Management. Of Native Hawaiian (Asian Pacific American) descent, Dr. Latshaw has founded and scaled multiple multimillion-dollar enterprises over the course of his career.

After serving 21 years in the United States military, Dr. Latshaw and his wife, Jamie, founded Lexicon, Inc. in 2005. The company was established to deliver specialized cultural and military training to a broad range of U.S. Armed Forces units and government agencies. Within just five years of its founding, Lexicon earned national recognition, being named to the Inc. 500 list of the fastest-growing private companies in America, achieving an exceptional three-year growth rate of 14,081%.

In 2010, Dr. Latshaw expanded his entrepreneurial footprint by founding Latshaw Training Group, Inc., which provides aviation services to emerging businesses across the United States. Continuing his commitment to lifelong learning, he returned to academia in 2017 and earned his PhD in Industrial Management from the prestigious Sheffield University.

Dr. Latshaw has played a pivotal role in launching and mentoring numerous profitable ventures both nationally and internationally, and he remains a driving force in business innovation, leadership development, and organizational growth.

Saif Alchi

Chief Financial Officer (CFO)

Saif Alchi is the Chief Financial Officer of Lexicon, where he has led the company’s financial operations since 2007. In this role, he oversees all core financial functions, including cash flow management, budgeting and forecasting, financial reporting, payroll and job costing, and accounts payable and receivable. He works closely with executive leadership to support strategic planning, operational execution, and long-term financial stability.

With more than 18 years of experience in the defense contracting industry, Saif has advanced from hands-on accounting roles to leading enterprise-level financial strategy within a complex, growth-oriented organization. He is known for translating financial data into clear, actionable insights that support informed executive decision-making and strengthen organizational performance.

Saif holds a Bachelor of Science in Business Management from San Diego State University and an MBA in Finance from the University of Redlands – School of Business. Fluent in both Arabic and English, he brings a global perspective to financial leadership. Outside of work, Saif enjoys spending time with his children, traveling, and playing golf.

Alex Lenero

Chief Technology Officer

Alex Lenero is a senior technology leader with over 16 years at Lexicon Consulting and more than 20 years of overall IT experience. As IT Manager, Alex is responsible for the design, reliability, and continuous improvement of Lexicon’s technology ecosystem, ensuring that systems supporting recruiting, human resources, compliance, and business operations remain secure, scalable, and dependable.
His expertise includes cloud architecture and deployment on AWS, modern web platforms hosted on Vercel, infrastructure automation, and the administration of Microsoft 365 and Exchange Online environments. Alex plays a key role in maintaining and evolving internal HRM and recruiting systems, aligning technology solutions with real operational needs while reducing friction, improving visibility, and supporting organizational growth.
Known for a hands-on yet strategic approach, Alex focuses on building resilient systems that scale with the organization and support long-term business objectives. He works closely with leadership and cross-functional teams to translate operational requirements into practical, production-ready solutions. His long tenure at Lexicon reflects deep institutional knowledge, trust, and a sustained commitment to professionalism, reliability, and operational excellence.
With over 16 years at Lexicon Consulting, I currently serve as Recruiting Manager, leading talent acquisition and staffing for a wide range of government and military training contracts. Over the years, I’ve recruited and managed hundreds of Role Players, Cultural Advisors, Instructors, and SMEs in multiple languages and dialects—including Arabic, Dari, Pashto, Farsi, French, Russian, Korean, and Tagalog—for large-scale exercises across numerous military installations.
Beyond recruiting, I have taken on Project Manager responsibilities on key programs such as NSGW1, Civil Affairs/Psychological Operations (CA/PO) at Fort Hunter Liggett and Fort Jackson, and Range Maintenance at Fort Stewart, ensuring each contract is properly staffed, compliant, and delivered to standard.
Fluent in English, Dari, Farsi, and German, I bring strong cross-cultural communication skills and a clear understanding of both operational demands and human resource requirements. I’m focused on building reliable teams, streamlining processes, and supporting mission success with professionalism, accountability, and integrity.

Facility Security Officer (FSO) and Security Manager

Angel Salazar is an experienced Facility Security Officer (FSO) and Security Manager with more than 20 years of service in the security and intelligence arena, supporting this specialized community across multiple roles and mission environments.

His background includes honorable service in the United States Marine Corps, followed by extensive experience working directly and indirectly with the U.S. federal government and in close partnership with government contractors. Throughout his career, Angel has demonstrated a deep understanding of safeguarding personnel, facilities, and sensitive information while supporting operational readiness and compliance.

Angel brings a proven ability to bridge the private sector and government agencies, providing trusted liaison support, strategic insight, and hands-on leadership. He is passionate about building strong professional networks and contributing to long-term organizational growth and mission success.

Elijah is a 2017 graduate of Occidental College, obtaining his undergraduate degree in Economics, and a 2018 graduate of The University of Nottingham Business School with an MSc in Entrepreneurship and Innovation Management. He started his career interning as Role Player for Lexicon in 2015 and has since worked his way up to Program Director. Elijah currently handles all business development, capture development, and proposal management for Lexicon.
Elijah is also the CEO/Owner of Zen Pet Care Solutions, providing quality pet care services in the Ventura, CA area.
